  17. <p>    Before Ronald Reagan assumed the presidency, the U.S. Civil
  18. Rights Commission was a strong ally in the movement for racial
  19. equality. But under Reagan, the panel became more of a
  20. bystander. Now high hopes for the commission's revival under
  21. George Bush are in danger of being undermined by the antics of
  22. its chairman, William Barclay Allen. He refuses to resign
  23. despite broad hints from the White House that he should step
  24. aside.

  26. <p>    In February, Allen and a former commission psychologist,
  27. accompanied by a TV crew, visited an Arizona Indian reservation
  28. to interview a 14-year-old Apache girl, the subject of a
  29. custody battle between her natural mother and the white couple
  30. who had adopted her. Allen contends that the girl wants to leave
  31. the reservation, though the mother has formal custody. The
  32. commissioner and the psychologist picked the girl up for the
  33. interview on her way home from school. Although they then took
  34. her to her mother, the mother filed a kidnaping charge against
  35. Allen. He was arrested by local police and detained for five
  36. hours.

  38. <p>    After word leaked that Bush wanted to replace Allen with
  39. Arthur Fletcher, a moderate black Republican, Allen said he
  40. intended to complete his term, which ends in 1992.
